In a bold and dramatic act during a parliamentary session, MP Amar Bahadur Thapa, a representative from Dailekh, tore the government’s budget booklet in protest. The moment happened during a heated debate over the newly proposed financial plans, which Mr. Thapa described as unfair and biased.
His action stunned many in the parliament. Some lawmakers expressed anger, while others clapped in support. The incident quickly spread across social media and news platforms, with people both praising and criticizing his move.
Why Did MP Thapa Tear the Budget?
MP Amar Bahadur Thapa said he was deeply unhappy with the government’s budget for the new fiscal year. He believes the budget does not give equal opportunity or support to all districts, especially underdeveloped regions like Dailekh.
“This budget ignores the real needs of people living in remote areas,” said MP Thapa in a loud voice before tearing the document. “It is full of political interest and favoritism.”
According to him, the budget prioritizes big cities while ignoring rural communities.
What Was in the Budget?
The government had just presented its proposed financial plan, outlining how it would spend money on infrastructure, health, education, and development in the coming year.
While some areas were promised large amounts of funding, districts like Dailekh and other hilly regions reportedly received very little. This led to rising frustration among lawmakers from those districts.
What Happened in Parliament?
The drama unfolded during a budget discussion in the House of Representatives. As the Finance Minister explained the proposal, MP Thapa stood up, held the budget booklet in his hands, and raised his voice in protest.
Without warning, he ripped the booklet into pieces and threw them to the floor. Gasps were heard across the chamber. Some MPs stood in shock, while others started arguing loudly.
Speaker of the House tried to calm everyone down and called for order.
How Did Lawmakers React?
The reactions were mixed. Some members said the act was disrespectful and broke the rules of the house. Others said Thapa was brave to stand up for his people.
“Tearing a government document is not the way to protest,” said one ruling party MP.
“But it clearly shows the frustration many of us feel,” said another opposition lawmaker.
The parliamentary tension has been building for weeks, and this incident brought it out into the open.
Public Response
On social media, the topic quickly went viral. Hashtags like #AmarBahadurThapa, #BudgetProtest, and #DailekhVoice started trending.
Many users supported him, saying it was a strong message against inequality. Others said peaceful debate would have been a better way to protest.
“He did what many only think of doing,” wrote one Facebook user.
“There are better ways to solve issues than tearing books,” tweeted another.
What Happens Next?
MP Thapa could face disciplinary action for his act. The parliamentary rules do not allow members to destroy official documents inside the hall.
The Speaker of the House has asked for a meeting to discuss the matter. Some lawmakers are pushing for a formal apology, while others have asked the government to revise the budget proposal to make it more inclusive.
Message from MP Thapa
After the session, MP Amar Bahadur Thapa spoke to reporters outside parliament. He stood by his decision and said he would do it again if necessary.
“People in Dailekh and places like it have been forgotten for too long. If this is what it takes to get attention, so be it,” he said.
He also asked the Prime Minister and Finance Minister to visit Dailekh and see the reality on the ground before finalizing the budget.
Political Tensions Rising
This event shows the rising tensions within Nepal’s parliament, especially between ruling and opposition parties. Budget debates often bring strong opinions, but this year the anger seems deeper.
Many opposition leaders are demanding a full review of the financial plan, claiming it favors a few areas and ignores most of the country.
What Can Be Learned?
This moment is a strong reminder that political documents are not just paper — they represent real hopes and struggles of people across the country.
MP Thapa’s protest may not follow traditional rules, but it has forced the nation to look again at how decisions are made and who gets left behind.
